1996 NVATA Convention Business Session Minutes

During the first session of the 1996 NVATA Convention in Cincinnati, Ohio, NVATA President Tom Heffernan presented the report of the nominating committee. MeeCee Baker was nominated for 1996-97 NVATA President. Duane Fisher and Bobby Joslin were nominated for 1996-97 NVATA President Elect.

During the second session of the 1996 NVATA Convention in Cincinnati, Ohio, by general consensus, nominations were closed and these individuals were placed officially in nomination for the respective offices: MeeCee Baker for 1996-97 NVATA President; and Duane Fisher and Bobby Joslin for 1996-97 NVATA President Elect.

Saturday, December 7, 1996

During the third and final session of the 1996 NVATA Convention in Cincinnati, Ohio, the following business was transacted.

Tom Heffernan seated the official convention delegates and established the counts needed for majority and two-thirds majority votes.

Tom Heffernan appointed Eddie Stephens parliamentarian.

Tom Heffernan announced that the Committee of Tellers would be James Dawley, Barb Lemmer, and David Coile.

By general consent, MeeCee Baker was elected 1996-97 NVATA President.

Committee reports (copies attached) were presented as follows:

Finance - Paul Jaure presented the report, which was approved as presented.

Paul Jaure moved to amend the NVATA Bylaws, Article 3, Section IV, to read: Active Dues -- $50.00; Student Dues -- $5.00; Associate Dues -- $25.00; Organizational Dues -- $175.00; and Section V to read: Active Life Dues -- $500.00; Associate Life Dues -- $250.00. The motion was seconded. (The increase in dues would be used in accordance with the dues increase proposal that was approved by the Finance Committee at the 1995 NVATA Convention in Denver, Colorado.) Charles Stranberg moved to amend the motion by breaking the $15 increase into two parts, separating out the $5.00 increase for insurance. The
amendment was seconded. The amendment failed. Kevin Pluimer moved to amend the motion by striking $50 for active membership and inserting $45 for active membership. The amendment was seconded. The amendment failed. The original motion, which required a two-thirds majority vote, carried.

Policy and Bylaws - Tom Kremer presented the report, which was approved as presented.

Elaine Lewis moved that the chair and vice chair of the standing committees be elected from within the committees at the NVATA convention. The regional vice presidents will serve as consultants on these committees. This will be implemented at the 1996 convention. The motion was seconded. The motion failed.

Diversity - Mike Cox presented the report, which was approved as presented.

Public Relations - Marc Beitia presented the report, which was approved as presented.

Member Services - Duane Fisher presented the report, which was approved as presented.

Legislative Affairs - Bobby Joslin presented the report, which was approved as presented.

Strategic Planning - MeeCee Baker presented the report, which was approved as presented.

The floor was opened for other business. Paul Larson moved to use the dues increase for the operation of the NVATA organization without the insurance. The motion was seconded. The motion failed.

Tom Klein moved that the NVATA board appoint standing committee chairmen and vice chairmen at the March board meeting from the official delegates of the committees for the 1997 convention. Board members would serve as consultants to the committees. The motion was seconded. The motion carried.

Tom Heffernan announced the results of the vote for president elect. Duane Fisher was elected 1996-97 NVATA President Elect.

Tom Heffernan welcomed MeeCee Baker, 1996-97 NVATA President, Duane Fisher, 1996-97 NVATA President Elect, Linda Rist, 1996-99 NVATA Region III Vice President, and Russell Watson, 1996-99 NVATA Region V Vice President.

The meeting was adjourned by NVATA President MeeCee Baker.
